The Sunshine Coast Regional District (SCRD), the Town of Gibsons, and the District of Sechelt are simultaneously reviewing their Official Community Plans (OCPs). This is a once-in-a-generation opportunity to shape future land use in West Howe Sound and the lower Sunshine Coast. Now is the time to get involved to ensure that regional planning prioritizes environmental protection.
Suzanne Senger, the Executive Director of the Sunshine Coast Conservation Association (SCCA), has been invited by the West Howe Sound Community Association to present the Sunshine Coast Green Bylaws (SCGB) campaign, an initiative of the SCCA in collaboration with the Halfmoon Bay Community Development Forum. The campaign aims to help local governments create more effective tools for protecting our species, forests, and waters.

The Sunshine Coast is experiencing growing pressures from development, habitat loss, and climate change. Green bylaws offer practical and enforceable solutions to incorporate environmental protection into local land-use planning and decision-making while reducing bureaucratic hurdles. This meeting presents a unique opportunity for West Howe Sound residents to learn how to collaborate to advocate for stronger policies protecting our shared natural heritage.
Balancing Housing Needs and Environmental Protection
The British Columbia (BC) government recently introduced housing shortage legislation. To comply with the housing mandates, local governments must undertake several key planning and analytical tasks.
- Housing Needs Reports (HNR)
- Official Community Plan (OCP) and Zoning Bylaw Updates
- Implementation of Small-Scale Multi-Unit Housing (SSMUH)
Current housing mandates aim to increase home supply but may overlook environmental protection. Rapid development pressures local governments to balance housing goals with preserving ecosystems.
The BC government promotes sustainable housing through initiatives like the BC Energy Step Code, which aims for net-zero energy readiness in new constructions by 2032. However, these initiatives do not address ecosystem preservation and biodiversity. Local governments play a crucial role in adopting green bylaws that protect natural habitats, manage stormwater, and preserve green spaces. Advocacy is essential to encourage these bylaws, ensuring environmental considerations are integrated into housing projects for ecological balance and community well-being.
