New road construction. The top of the spoilage site is in the foreground. It appears that in this area the roadbed was cut into the slope and that the cut material was side-cast. A more desirable practice, which was utilized elsewhere on the project, would involve hauling and storing the cut materials for future use.
Also, it appears that water has broken through beneath the road. A drainpipe is in place below the truck and excavator, but it appears to be far too small to handle storm water flows.
